什么是互联网媒体？
　　

“互联网媒体”又称“网络媒体”，就是借助国际互联网这个信息传播平台，以电脑、电视机，以及移动电话等为终端，以文字、声音、图像等形式，来传播新闻信息的一种数字化、多媒体的传播媒介。

互联网媒体相对于早已诞生的报纸、广播、电视等媒体而言，是“第四媒体”。从严格意义上说，互联网媒体是指：国际互联网被人们利用的进行新闻信息传播的那部分传播工具性能。

基于以上对互联网媒体概念的界定，鉴于“国际互联网”、“因特网”和“网络媒体”等不同称谓之间，实质上，存在着一定的差别，主张分语境使用-

在计算机与信息科学领域上，以及社会日常生活中，可以使用“因特网”；

在新闻信息传播领域，以使用“互联网媒体”为宜，可称为“网络媒体”。

互联网媒体的传播特性
　　互联网媒体的特征，是相对于报纸、广播、电视等传统媒体的特点而言的。

互相网媒体的传播特征，可以归结为三大类：

　　从其所传播的信息内容，以及其表现形式来看，它体现出的特征，有：

1、数字化

　　网络媒体是真正的数字化媒体。数字化是互联网媒体存在的前提。正像-原子是构成物质世界的基本单元一样；比特是构成信息世界的基本单元。

3.信息的丰富多样性与无限性

　　这是指网络媒体在信息传输量上，具有无限的丰富性；在信息形态上，具有纷繁的多样性。无论是报纸、广播、电视，在单位时间（节目），和空间（版面）中，传播的信息，都是有限的；
互联网媒体贮存和发布的信息容量巨大，有人将其形象地比喻为“海量”。

1995年1月12日，《神州学人》杂志，开中国出版刊物上网之先河。

　　中国的网络新闻媒体，作为一个崭新的传播领域，正在拉开新闻传播的世纪序幕。当前，各类网络媒体所进行的各种探索，从发展的角度看，都具有一种特别的意义。如果一定要对中国互联网媒体的发展前景，做出某种预言，那么，应当从中国国情出发，从业已形成的各种现实因素，以及世界网络媒体发展的趋向中，去把握。由此言之，未来，中国的互联网媒体，已经显现出以下前景和趋势：

互聯網媒體的特徵，是相對於報紙、廣播、電視等傳統媒體的特點而言的。

互相網媒體的傳播特徵，可以歸結為三大類：

1、數字化

3.信息的豐富多樣性與無限性

這是指網絡媒體在信息傳輸量上，具有無限的豐富性；在信息形態上，具有紛繁的多樣性。無論是報紙、廣播、電視，在單位時間（節目），和空間（版面）中，傳播的信息，都是有限的；
互聯網媒體貯存和發布的信息容量巨大，有人將其形像地比喻為“海量”。

　　
4、可存儲、易複製

美國麻省理工學院媒體實驗室主任-尼古拉·尼葛洛龐蒂曾指出：信息社會，其基本要素，不是原子，而是比特。比特與原子，遵循著完全不同的法則。比特沒有重量，易於復制，可以以極快的速度傳播。在它傳播時，時空障礙，完全消失。原子只能由有限的人使用，使用的人越多，其價值越低；比特可以由無限的人使用，使用的人越多，其價值越高。

　　
5、易檢索

互聯網媒體通過超文本鏈接的方式，將無限豐富的信息，加以貯存和發布，用戶可以很方便地輸入關鍵詞，進行資料檢索。

互聯網媒體，整合了報紙、廣播、電視三大媒介的優勢，實現了文字、圖片、聲音、圖像等傳播符號和手段的有機結合。

　　3、交互性

交互性是指互聯網媒體，帶來了傳受雙方的雙向互動傳播。自從國際互聯網出現後，公眾與媒介的傳受地位，發生了重大變化，尼葛洛龐蒂（Nicholas Negroponte）對這種變化，有詳細而形象的描述：“數字化，會改變大眾傳播媒體的本質，’推’（pashing）送比特給人們的過程，將一變，而為-允許大家（或他們的電腦）’拉’（pulling）出想要的比特的過程。這是一個劇烈的變化，因為，我們以往媒體的整個概念是，通過層層的過濾之後，把信息和娛樂，簡化為一套’要聞’或’暢銷書’，再拋給不同的’受眾’。”由“推”，到“拉”，不僅僅是一個動作的變化，更重要的是，它把網上信息，變成一個世界範圍的“信息超級市場”，網民在其中，可按自己意願，各取所需。

　　3、個性化

中國，自1994年接入互聯網之後，國內的眾多的新聞媒體，開始關注並介入網絡。許多新聞媒體開始發展自己的網絡版或電子版。
1995年1月12日，《神州學人》雜誌，開中國出版刊物上網之先河。
1995年10月20日，《中國貿易報》，首先開通網絡版，成為新聞上網的先行者。
之後，1996年10月，廣東人民廣播電台建立自己的網站
1996年12月，中央電視台建立自己的網站
以及中國新聞社香港分社的上網，標誌著中國新聞媒體的網絡化進程，邁向新的一步。

自1995年以來的5年時間，中國各類新聞媒體上網的數量，飛速增長。至1999年底，中國上網報紙，近1000家，上網的廣播電視機構，近200家。目前，國內有獨立域名的網上報紙，佔報紙總數的42.6%；上網的全國性報紙56種，佔全國性報紙總數211種的26.5%；全國性報紙中，1/4強，已經在互聯網上安了家。網民人數，迅速增長，至2000年12月，已擁有網民2100萬。

目前，中國網絡新聞媒體，大體形成三種模式，一是，《人民日報》網絡版模式，即，傳統媒體的網絡版模式。這一模式，早先只是簡單地把傳統媒體上的內容拷貝到互聯網上，很少顧及互聯網自身的特性。現在，這方面有了很大改觀，其中，一個表現，就是它們盡可能地摘掉“網絡版”的帽子，如，《人民日報》網絡版，現改稱為“人民網”，新華社網絡版，改稱為“新華網”等。它代表了單一的傳統新聞媒體，尋找網絡化發展進程中的途徑與規律的模式。
第二種是，千龍新聞網模式，即以千龍新聞、上海東方網為代表的網絡新聞傳播媒體。這類互聯網媒體，依託於地方性傳統媒體的聯合，並試圖按現代企業的規則運營。
第三種是新浪網模式，是以新浪網站為代表的綜合性商業網站，獲得發布新聞的權利，登載新聞的一種新型網絡新聞傳播媒體。這類網站，在網絡媒體發展之初的表現，引人注目。

中國互聯網媒體的發展前景
中國的網絡新聞媒體，作為一個嶄新的傳播領域，正在拉開新聞傳播的世紀序幕。當前，各類網絡媒體所進行的各種探索，從發展的角度看，都具有一種特別的意義。如果一定要對中國互聯網媒體的發展前景，做出某種預言，那麼，應當從中國國情出發，從業已形成的各種現實因素，以及世界網絡媒體發展的趨向中，去把握。由此言之，未來，中國的互聯網媒體，已經顯現出以下前景和趨勢：

2、事業發展與體制創新結合，呈現在新體制基礎上，運作的媒體新景觀。特別是在傳統媒體基礎上，派生出來的網絡媒體，沒有體制創新作保證，新媒體的運行將舉步維艱。

3、法制化管理與資本化運作相結合，出現規範與整合的局面。 2004年10月以來，國家頒布的幾個有關互聯網的重要法規，如，《互聯網信息服務管理辦法》、《互聯網站從事登載新聞業務管理暫行規定》、《互聯網電子公告服務管理辦法》、《電信條例》以及《網站名稱註冊管理暫行辦法》等，是直接規範中國網絡媒體的法規，將會對互聯網發展初期“沒有規則的遊戲”狀況，發生重大調節作用；在此基礎上，將調整中國網絡媒體的現有格局，促進中國網絡媒體新格局的發展。同時，在法制管理的軌道上，探索市場經濟體制下的發展道路，加強資本化運作的力度；網絡媒體將以兩種面目出現，一是，在絕對控股的條件下，引入公眾股，在國內證券市場上市；二是，由國家擁有或由國家控股的網絡公司，來收購或兼併，在傳媒業有競爭優勢的媒體，然後，在證券市場上市。當然，其中，無論哪一種模式，中國政府在裡面的作用，都是不可忽視的。

4、網絡媒體的真正本性，日漸顯現。在網絡技術日益發展、寬帶運用逐漸推廣，以及國際網絡化信息浪潮的推動下，不遠的將來，交互電視、多媒體傳播等，將為人們提供更為便捷的服務；網絡媒體與傳統媒體的相互利用、相互融合，勢在必然，在融合基礎上，傳統媒體，找到更生之路，網絡媒體的發展，獲得強大的新聞人才競爭優勢，壯大開發與利用社會資源的能力。

2012.’中國大學傑出校友排行榜揭曉, 北大政學商界傑出人才最多
國內哪所大學,造就的億萬富豪校友最多？誰是培養傑出校友最多的高校？答案分別是:清華大學和北京大學。從中國校友會網發布的《 2012.’中國大學傑出校友排行榜》獲悉，自改革開放30多年來，清華大學培養和造就-84名億萬富豪校友，校友財富,合計近3000億元，超越北大,成為2012.’中國造富大學排行榜冠軍。

這次新公佈的榜單,共調研了中國政界、學界和商界三大領域的傑出人才,合計近8000人。

其中，政界傑出人才1400多人，學界傑出人才3600多人，其中,兩院院士2400多人，傑出人文社會科學家1200多人，此外,有商界傑出人才2600多人。

在上述傑出人才中，1952年（含）以後,畢業於北京大學的政,學,商界傑出人才最多，有456人，位居首位。

其次,是清華大學，有292人，名列第二。

　　恢復高考後考生, 成為中流砥柱

從各指標綜合看，2012.’中國大學傑出校友排行榜總榜單,仍是北京大學居首，其次,是清華大學和中國人民大學。

榜單顯示，改革開放30多年來,中國大學“造富職能”初顯，造就了1500多名億萬富豪，2011年,上榜億萬富豪校友有800多人，財富合計約4.5萬億元。

其中，清華大學培養和造就-84名億萬富豪校友，校友財富,合計近3000億元，首次超越北大,成為中國造富大學排行榜冠軍。

中國校友會網總編介紹，在1999～2011年,福布斯、胡潤、新財富等中國富豪榜等上榜的億萬富豪中，擁有高等教育背景的“知本富豪”有1580多人，約佔全部億萬富豪總數的60.89%。

其中，清華大學培養和造就億萬富豪校友最多，有84名，校友財富合計近3000億元。此外，北京大學有82人，名列第二。

從榜單上看，清華、北大,兩校培養和造就的億萬富豪校友人數,領先於其他大學，被外界稱為,中國“億萬富豪搖籃”,並不為過。

據介紹，1977年，中國恢復了高考制度，高等院校的人才培養工作,重新走上正軌。特別是1978年中國改革開放政策的實施，在“尊重知識、尊重人才”的大環境下，被長期壓抑的各種人才得到解放，優秀人才不斷湧現。

這次排行榜的調研過程中發現，1977年,恢復高考後的幾屆考生,已成為或正在成長為國家棟樑、世界一流的科技專家,或科學技術發明創造的中流砥柱。

劉老大：駱家輝公示了哪些財產?

通過駱家輝的財產公示報告，我們不妨來仔細看看:他都公示了哪些財產?也好了解美國政府要求官員公示財產的具體內容,究竟是什麼?

本文的資料來源,是《公開的秘密》（OpenSecrets.org）網站。根據網站的自我介紹，這是一個民間網站，目的在於“追踪金錢在美國政治中所起的作用”。網站公佈了董事會成員和工作人員名單，此外,也公佈了網站的資金來源,以及過去若干年的報稅紀錄。這一切都用來說明:該網站是一個民間對政府的監督點，公開透明，不偏袒任何一方或個人。

網站所公佈的內容，除了政府人員的個人財產外，還包含了很多其他內容，例如,開列了各主要利益集團（Interest Groups）的名單，以及他們每年所花費的“遊說”（lobbying）費用等。

該網站公佈了駱家輝最近三年的財產公示報表，所公佈的最後一次報表，是2011年3月31日填報的-2010年財產情況（共10頁）。 2012年,所填報的情況,還沒有上網。

報表的格式是美國政府統一規定的，簡稱“OGE 278號報表”，全名是《執行部門人員財務公示報告》（Executive Branch Personnel PUBLIC FINANCIAL DISCLOSURE REPORT）。大家知道:美國政治三權（立法、執行、司法）分立，所謂“執行部門人員”,即“政府官員”的別稱。

官員所需填報的主要內容,為“資產與收入”類（Assets and Income）、“負債”類、“兼職”類等三種類別。

根據報表的要求，填報的範圍,包括本人、配偶和子女。這一點,很重要，配偶和子女名下的財產和收入,也在填報範圍以內。對於駱家輝而言，三個子女,均未成年，因此,可以理解為夫婦兩人的申報。

所謂“資產”，是指（1）目的為投資或產生收入的;（2）市場價值在1000美元以上的;（3）產生收益在200美元以上的資產。

換言之，自用的房地產,可以不必填報;收租的房地產,就需要填報。

所謂“收入”，主要是分紅、租金和版權費、利息、資產增值等四項，此外，還需要填報:（1）本人在美國政府以外的收入，如果超過200美元；（2）配偶的收入來源，如果金額超過1000美元，但,無需填報具體金額。

在“資產和收入”類的金額項下，絕大部分只要求填報一個範圍，而不需要填報具體數字，例如,在資產項下，有12個金額範圍的選項，從最低的“0- $1000”，到最高的“超過5000萬美元”。在收入項下，有11個選項，從最低的“0-$200”，到最高的“超過500萬美元”。

從駱家輝所填報的情況來看，他的“資產與收入”共29項，主要有以下幾項：

（1）來自華盛頓州的退休金：每年,10萬3460美元（報表第3 頁,第4項）；

（2）出租用的房地產：市值在100-500萬美元之間，年租金收入,為5-10美元之間；

（3）其他均為股票、債券、基金等投資項目，其中,市值超過10萬美元的有4項，超過25萬美元的,有3項，這7項主要投資的市值,估計在100萬美元以上，但是,所帶來的收益,似乎並不高，其他的投資,都是小額的，每項的年收入,在200美元以下。看來,駱家輝在金融市場上,不是一個精明的投資者。在他所有的投資中,只有一項很精彩，就是他購買的“微軟”股票，他填報的市值,是1000美元以下，2010年,他將此股票賣出，所獲得的資本增值和分紅,超過15000美元。

（4）銀行現金（填表當日的）：5-10萬美元之間

（5）他的夫人在某慈善基金機構任職，有薪金收入，超過1000美元，但，無需填報具體金額。

在“兼職”類內，美國政府官員必須報告：在政府公職以外，還擔當什麼兼職，不論有沒有薪金收入，如果薪金收入超過5000美元，更需詳細報告。根據駱家輝的申報，他在政府以外，大約12個機構（列出名單）兼職，其中，年度薪金收入超過5000美元的，有3個機構。

除了“資產和收入”類外，駱家輝也需要填報“負債”類的情況。他的主要負債，是30年期的房地產抵押貸款，金額在50-100萬美元之間。

根據這個報表，我們對駱家輝的經濟地位，有了比較清晰的認識，我的估計，如下：

（1）夫婦兩人的淨資產（不含自住私宅），約250萬美元；

（2）他本人的年度主要收入，超過33萬美元，既領取美國國務院“駐華大使”的薪金（約18萬元）、又領取“華盛頓洲”的退休金（約10萬元），還有房租收入（約5萬元），但，未扣除所得稅和房地產抵押所需支付的利息。他的夫人在一個機構任職，也有收入，金額不詳；

（3）遠期負債，僅50萬美元，遠低於淨資產。

美國政府要求官員公示資產、收入、負債、兼職等情況，在以上OGE278報表內，有比較充分的反映，既要求透明度高，有在很大程度上，照顧了個人隱私，尤其是報告的範圍，包括配偶和子女，堵塞了官員利用老婆，孩子頂名的漏洞。

You carry these burdens so the rest of us don’t have to,” the President said, acknowledging the bravery and sacrifice of all of those who serve as law enforcement officers across our country.

Above and Beyond: On Wednesday, President Obama awarded a Medal of Honor for valor above and beyond the call of duty to Leslie H. Sabo, Jr., an Army Specialist who died while serving in Cambodia in 1970. In honoring Sabo, who received the award posthumously, President Obama also paid tribute to those who served alongside him in the Vietnam era: “This medal is bestowed on a single soldier for his single courage. But it speaks to the service of an entire generation, and to the sacrifice of so many military families.”

Spruce Street at Taylor Gourmet: President Obama joined Small Business Administrator Karen Mills at Taylor Gourmet, a quickly expanding hoagie shop in Washington, D.C. for a roundtable with the business’ owners. President Obama discussed his To-Do List for Congress which includes passing legislation to help hard working small business owners create jobs by giving them a tax credit for new hires and tax relief for investments they make.

Fighting Global Hunger: At Friday’s Symposium on Global Agriculture and Food Security, President Obama announced that leaders at the G8 meeting this weekend at Camp David would devote a special session to the chronic hunger facing nearly 1 billion people around the world. G8 and African leaders will launch a major new alliance with private sector partners with a clear goal of reducing hunger and lifting 50 million people out of poverty by investing in Africa’s agricultural economy.
